I have very little water pressure on the hot side of all my faucets city water and with pump. Same with pump running city water is without regulator

2 things to check.

Be sure the water heater bypass valve is not in the halfway position.

The check valve at the water heater outlet could be stuck partially open or have trash in it limiting flow.

I'd go with the check valve as the problem. I've had two to fail on us, and that is the failure mode -- little, or no flow. The last time, I just pulled the guts out of it, and re-installed it. It's only purpose I can see is to prevent anti-freeze from filling the water heater when winterizing. Since I blow the lines, and only use anti-freeze in the drain traps, I don't need the check valve anyway.

Is this check valve located at the top side of the hot water heater?
